REPAIR DETAILS

2 weeks ago we had a mechanic come fix the power steering pulley and reattach the pump. But then 2 days ago the car decided it didnt want to turn while we were driving and started making a horrible grinding noise. so we got car towed to motel and was told by another random mechanic that power steering pump hose was all tangled up and rubbing against the belt. When we looked inside the power steering reservoir it looked like the liquid was frozen. I need help honestly figuring out if I need a new piece or just the wires and hoses untangled. And if I need a new piece I need someone to put it on.
